Strengthening Actions Taken To Adjust Imports of Aluminum, Steel, and Copper Into the United States
This proclamation significantly strengthens existing Section 232 tariffs on aluminum, steel, and copper imports by raising rates to 50% ad valorem on most metal articles and certain derivatives (25% for other derivatives), applying duties to full customs value regardless of metal content, eliminating prior inclusion processes, and creating a new joint authority for the Secretary of Commerce and USTR to add derivative articles on a rolling basis. It also establishes a temporary graduated tariff structure for certain Annex III products through 2027 before full rates apply in 2028, with special provisions for UK products and US-origin metals.
Adjusting Imports of Aluminum Into the United States
This proclamation extends through December 31, 2025 the tariff-rate quota on EU aluminum imports that was established in 2021, replacing the 10 percent Section 232 tariff for in-quota volumes. It also adds the United Kingdom to the list of countries exempted from the tariff (through 2025), requires certificates of analysis for in-quota treatment, and maintains the 10 percent tariff on aluminum imports from other countries.
To Implement The United States-Peru Trade Promotion Agreement And for Other Purposes
This proclamation implements the United States-Peru Trade Promotion Agreement by modifying the Harmonized Tariff Schedule to establish preferential tariff treatment, rules of origin, and tariff-rate quotas for Peruvian goods. It also delegates authority to the Secretary of Commerce, USTR, and CITA for various implementation functions, and makes technical corrections to prior trade agreements with Morocco, Bahrain, and CAFTA-DR countries.
