Establishing an Interagency Working Group on Import Safety
This executive order creates a temporary interagency working group led by HHS to review and recommend improvements to U.S. import safety procedures. The group must deliver recommendations to the President within 60 days through the Assistant to the President for Economic Policy, then disband.
Protection of Children From Environmental Health Risks and Safety Risks
This executive order directs federal agencies to prioritize identifying and assessing environmental health and safety risks that disproportionately affect children. It establishes an interagency Task Force co-chaired by HHS and EPA, mandates regulatory impact analyses for children's health in significant rulemakings, and creates an annual reporting mechanism on child well-being indicators.
Strengthened Protections for Human Subjects of Classified Research
This 1997 presidential memorandum strengthens ethical protections for human subjects in classified government research by implementing recommendations from the Advisory Committee on Human Radiation Experiments. It prohibits waiver of informed consent for classified research, requires disclosure of sponsoring agencies and classification status to subjects, mandates special institutional review board procedures including nongovernmental members and appeals processes, requires annual public disclosure of secret research projects, and bars agencies from conducting such research without first adopting modified Common Rule regulations.
