To Implement Amendments to the Burmese Freedom and Democracy Act of 2003
This proclamation implements the JADE Act by prohibiting U.S. importation of Burmese jadeite and rubies (and jewelry containing them) starting September 27, 2008, and imposing certification conditions on imports of these gems from other countries. It delegates implementation authority to the Secretaries of Treasury, Homeland Security, and State, and the U.S. Trade Representative, and modifies the Harmonized Tariff Schedule accordingly.
Continuation of the Exercise of Certain Authorities Under the Trading With the Enemy Act
This determination extends for one year the exercise of authorities under the Trading With the Enemy Act with respect to Cuba, continuing economic sanctions implemented through the Cuban Assets Control Regulations. The continuation runs from September 14, 2008 until September 14, 2009.
To Implement an Amendment to the Dominican Republic-Central America-United States Free Trade Agreement
This proclamation modifies the Harmonized Tariff Schedule (HTS) to implement a 2007 amendment to CAFTA-DR, affecting rules of origin and preferential tariff treatment for goods from Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua. It delegates authority to the Committee for the Implementation of Textile Agreements (CITA) to adjust textile quota limits and directs the U.S. Trade Representative to publish related Federal Register notices.
Strengthening Adult Education

Blocking Property of Persons Undermining the Sovereignty of Lebanon or Its Democratic Processes and Institutions
This executive order declares a national emergency and authorizes the Treasury Secretary, in consultation with the Secretary of State, to block the property and interests of individuals and entities deemed to undermine Lebanon's sovereignty, democratic processes, or institutions, or to support Syrian interference in Lebanon. It prohibits transactions with designated persons and donations to them, with no prior notice required for listings.
To Implement Modifications to the Caribbean Basin Economic Recovery Act and the African Growth and Opportunity Act and for Other Purposes
This proclamation modifies the Harmonized Tariff Schedule of the United States (HTS) to implement preferential tariff treatment for Haiti under the Caribbean Basin Economic Recovery Act (as amended by the HOPE Act), modify tariff treatment for lesser developed sub-Saharan African countries under the African Growth and Opportunity Act, and make technical corrections related to the Tax Relief and Health Care Act of 2006. It also delegates presidential functions under CBERA section 213A(f) to the Secretary of the Treasury.
Assignment of Certain Functions Relating to Procurement Sanctions on Persons Engaging in Export Activities that Contribute to Proliferation
This memorandum delegates presidential functions under section 821 of the Foreign Relations Authorization Act to the Secretary of State, with one exception assigning a specific function to the Secretary of Defense. It requires interagency consultation among State, Defense, Treasury, Commerce, and other agencies in carrying out these procurement sanctions functions.
Implementing the Clean Diamond Trade Act
This executive order implements the Clean Diamond Trade Act by prohibiting the importation or exportation of rough diamonds unless controlled through the Kimberley Process Certification Scheme (KPCS), effective July 30, 2003.
