Presidential Determination
Determination Pursuant to Section 523 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2000, as Contained in the Consolidated Appropriations Act for FY 2000 (Public Law 106-113)
President Clinton certified that withholding U.S. funds from international financial institutions and other international organizations under the FY 2000 foreign operations appropriations would be contrary to the national interest, thereby allowing continued U.S. contributions. The Secretary of State was directed to publish this determination in the Federal Register.
