Presidential Notice 13660

Continuation of the National Emergency With Respect to Ukraine

This notice continues for one year the national emergency with respect to Ukraine originally declared in Executive Order 13660 on March 6, 2014, as subsequently expanded by later executive orders. The continuation maintains sanctions authorities and related measures targeting actions that undermine Ukraine's sovereignty, originally prompted by Russia's 2014 annexation of Crimea and expanded following Russia's February 2022 recognition of Donetsk and Luhansk.

Impact dates

  1. Continued national emergency expires unless extended again

  2. Original emergency expiration date (before continuation)

Risks & tensions

  • Procedural continuation under NEA section 202(d) does not itself expand sanctions but preserves authorities for potential future use
  • Timing (March 2, 2022) immediately preceded broader Russia invasion of Ukraine on February 24, 2022, suggesting emergency framework was being readied for escalated use
  • Congressional notification is automatic/technical, not a vote of approval
