Drawdown of Commodities and Services From the Inventory and Resources of the Department of Defense To Maintain Egypt's Military Readiness and Security
President Clinton authorized a $13.5 million drawdown of Defense Department commodities and services to support Egypt's military readiness and security, citing an unforeseen emergency caused by Egypt's diversion of resources to UN peacekeeping operations in Somalia (UNOSOM II). The determination was made under Section 552(c)(2) of the Foreign Assistance Act of 1961.
