Notification Under 10 U.S.C. 2215 for the New Independent States (NIS) of the Former Soviet Union

President Clinton certified that transferring Defense Department operation and maintenance funds to USAID for assistance to the New Independent States of the former Soviet Union is in the national security interest of the United States.
