Victims of terrorism compensation

This executive order delegates presidential authority under the Omnibus Diplomatic Security and Antiterrorism Act of 1986 to cabinet secretaries. The Secretary of State receives authority over civilian federal employee terrorism compensation (5 U.S.C. 5569-5570), while the Secretary of Defense receives authority over military personnel benefits (10 U.S.C. 1051, 1095, 2181-2185 and 37 U.S.C. 559), with required consultation between State, Defense, and Labor secretaries.
