Establishing an Emergency Board To Investigate a Dispute Between the Soo Line Railroad Company and Certain of Its Employees Represented by the United Transportation Union

President Clinton established a three-member emergency board to investigate a labor dispute between Soo Line Railroad Company and its employees represented by the United Transportation Union under the Railway Labor Act. The board must report within 30 days, during which time neither party may change the conditions of the dispute.
