Amending the Civil Service Rules Relating To Federal Employees With Psychiatric Disabilities

This executive order amends Civil Service Rules to give federal employees with psychiatric disabilities the same hiring and career conversion opportunities as those with severe physical disabilities or mental retardation. Previously, only the latter two groups could convert from excepted service to competitive status after two years of satisfactory service; this order extends that same pathway to individuals with psychiatric disabilities.
