Who is ordered

Timeline

Immediate

  • Property blocking takes effect upon signing for persons determined by Secretary of Treasury
  • No prior notice required for listing determinations
  • Existing Executive Orders 13288 and 13391 remain in effect

Near term (90d)

  • Secretary of Treasury to promulgate rules and regulations as needed
  • Agencies directed to take appropriate measures to carry out provisions

Long term

  • Recurring and final reports to Congress on national emergency
  • Ongoing sanctions enforcement and potential designations

Risks & tensions

  • No prior notice requirement (Section 4) raises due process concerns though justified by instantaneous transfer risk
  • Broad definition of 'materially assisted' (vii) creates compliance uncertainty for US persons
  • Spouse/dependent child designation (vi) may raise questions about collective punishment vs. preventing asset hiding
  • Effectiveness depends on Treasury/State coordination and actual designations, not automatic
