Who is ordered

Timeline

Immediate

  • Property blocking takes effect upon determination by Treasury Secretary
  • Entry suspension effective immediately for covered persons

Near term (90d)

  • Treasury Secretary to promulgate implementing rules and regulations

Long term

  • Ongoing sanctions enforcement and potential designations of additional blocked persons

Risks & tensions

  • No explicit deadline for regulatory implementation—timing left to Treasury Secretary discretion
  • Broad delegation to Treasury Secretary with consultation to State Department creates interagency coordination dynamics
  • Vague 'as may be necessary' standard for regulatory action
  • Prior notice waiver (Section 7) raises due process considerations for any U.S. persons affected
  • Potential overbreadth in 'materially assisted' standard could capture unintended third parties
