Executive Order 14080

Implementation of the CHIPS Act of 2022

This executive order establishes an interagency steering council to coordinate implementation of the CHIPS Act of 2022, directing agencies to prioritize domestic semiconductor manufacturing, supply chain security, workforce development, and taxpayer accountability. It creates governance structures but does not itself allocate funds or establish new regulatory requirements.

Key directives

  • Establish CHIPS Implementation Steering Council within EOP
  • Designate APEP, APNSA, and OSTP Director as Co-Chairs
  • All agencies shall prioritize six implementation areas: taxpayer protection, economic/sustainability/national security needs, long-term sector leadership, private-sector investment catalysis, broad stakeholder benefits, regional ecosystem expansion
  • OMB shall promote and monitor effective stewardship of taxpayer resources
  • Co-Chairs may create subgroups and consult external stakeholders

Who is ordered

Timeline

Immediate

  • Steering Council established within Executive Office of the President
  • Co-Chairs designated (APEP, APNSA, OSTP Director)
  • Agency membership specified

Near term (90d)

Long term

  • Implementation of CHIPS Act incentives for semiconductor R&D and manufacturing
  • Regional manufacturing and innovation ecosystem development
  • Long-term microelectronics sector leadership goals

Risks & tensions

  • No binding deadlines or funding triggers in EO itself; all implementation dependent on CHIPS Act statutory timelines and appropriations
  • Broad stakeholder inclusion (labor, small business, disadvantaged communities) may create competing priorities with speed-to-market goals
  • Coordination across 14+ agencies plus invited participants risks bureaucratic friction
  • Vague 'as appropriate and to the extent consistent with law' language throughout limits enforceability of priorities
