Executive Order 14344

Making Federal Architecture Beautiful Again

This executive order establishes classical and traditional architecture as the preferred and default style for new federal public buildings, particularly in Washington, D.C., and requires the General Services Administration to revise its design selection policies accordingly. It mandates that GSA staff involved in design review have classical/traditional architecture experience, creates a new senior advisor position, and requires presidential notification before approving modernist, brutalist, or deconstructivist designs. The order covers courthouses, agency headquarters, National Capital Region buildings, and other federal buildings costing over $50 million.

Impact dates

  1. GSA Administrator to expeditiously update policies and procedures

  2. Notification to President before approving non-preferred design must be not less than 30 days before GSA could reject design without substantial expenditures

Near term (90d)

Risks & tensions

  • Vague 'expeditiously' timeline for GSA policy updates creates implementation uncertainty
  • Subjective 'beauty' and 'commands respect' criteria may generate litigation over arbitrary and capricious design selections
  • Preference for classical architecture may disadvantage contemporary architectural firms and raise First Amendment/expression concerns
  • Exclusion of 'architectural elite' from 'general public' definition signals populist framing with potential for politicized aesthetic decisions
  • Cost comparisons between classical and modernist designs may be manipulated given lifecycle cost estimation uncertainties
  • Regional architectural heritage preference may conflict with D.C.-specific classical default mandate
  • Potential tension with existing GSA Design Excellence Program and its established architect relationships
