Inaugurating the Era of Super Intelligence

In simple terms

This executive order directs all federal agencies to replace the terms "Artificial Intelligence" and "AI" with "Super Intelligence" and "SI" in official communications and documents. It also tasks the Assistant to the President for Science and Technology with proposing new federal legislative language to formally redefine these terms within 60 days, while explicitly preserving existing regulations, contracts, and statutory references.

Key directives

  • Executive branch agencies shall use 'Super Intelligence' and 'SI' in place of 'Artificial Intelligence' and 'AI' in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents
  • APST shall submit proposed legislative language to establish Federal definition of 'Super Intelligence' within 60 days
  • Proposed legislative language must include assessment of whether definition should modify/supersede existing statutory definition of artificial intelligence
  • Proposed legislative language must include conforming amendments to existing statutory references
  • Proposed legislative language must include recommendations for additional Presidential or executive action

Who is ordered

What to expect

Immediate

  • Terminology change directive takes effect for new documents and communications

Near term (90d)

  • APST must submit proposed legislative language to President by November 28, 2026

Long term

  • Potential statutory redefinition of AI/SI if Congress acts; possible conforming amendments across U.S. Code

Risks & tensions

  • Creates terminology inconsistency between executive branch and existing statute (15 U.S.C. 9401(3)) until legislative action occurs
  • Potential confusion in international engagement where 'AI' is globally standard term
  • Section 2(b) carve-out for existing regulations/contracts may create dual terminology environment indefinitely
  • Vague scope of 'other non-statutory documents' and 'applicable setting' in Section 1 creates implementation uncertainty
  • Proposed statutory redefinition could trigger extensive conforming amendments across federal code if pursued
