Administration of the Midway Islands

This executive order transfers administration of the Midway Islands from the Department of the Navy to the Department of the Interior, dissolves the naval defensive sea area and airspace reservation, and establishes the islands as the Midway Atoll National Wildlife Refuge managed by the U.S. Fish and Wildlife Service. Pending legal cases remain with the Navy while new civil and criminal matters become Interior's responsibility.

This proclamation suspends entry into the United States as immigrants and nonimmigrants for Burmese nationals who formulate, implement, or benefit from policies impeding Burma's transition to democracy, plus their immediate family members. The Secretary of State has authority to exempt individuals, establish identification procedures, and terminate or repeal the suspension when Burma makes progress on human rights and democratic dialogue.
