Blocking Property and Prohibiting Certain Transactions Related to Burma
This executive order expands U.S. sanctions against Burma (Myanmar) by blocking property and prohibiting transactions with additional individuals and entities connected to the Burmese government, its military junta, and their supporters. It builds upon three prior executive orders (13047, 13310, 13448) targeting Burma's repression of democratic opposition, with immediate effect on May 1, 2008.
Blocking Property of Persons in Connection With the Conflict in Sudan's Darfur Region
This executive order expands a 1997 national emergency regarding Sudan to specifically target individuals and entities fueling the conflict in Darfur. It blocks all property and interests in property of designated persons within U.S. jurisdiction, prohibits transactions with them, and authorizes Treasury to designate additional parties threatening peace, stability, or human rights in the region.
Blocking Property of Additional Persons in Connection With the National Emergency With Respect to Syria
This executive order expands sanctions related to the 2005 assassination of former Lebanese Prime Minister Rafiq Hariri by blocking U.S.-based assets of individuals and entities determined to be involved in that attack or related bombings in Lebanon, or who obstructed the UN investigation. It builds upon the existing national emergency declared in Executive Order 13338 concerning Syrian government actions.
Clarification of Certain Executive Orders Blocking Property and Prohibiting Certain Transactions
This executive order amends two prior counterterrorism sanctions orders (EO 13224 and EO 12947) to clarify that charitable donations of food, clothing, and medicine to blocked persons are prohibited when they would impair the President's ability to deal with a national emergency or endanger U.S. Armed Forces facing imminent hostilities. It also specifies that the Trade Sanctions Reform and Export Enhancement Act of 2000 does not override agricultural or medical sanctions in such circumstances.
Protecting the Development Fund for Iraq and Certain Other Property in Which Iraq Has an Interest
This executive order shields Iraqi oil revenues and the Development Fund for Iraq from all U.S. legal judgments, liens, or court-ordered seizures, declaring them immune from judicial process to facilitate Iraq's reconstruction. It simultaneously lifts prior sanctions on these specific assets while maintaining other restrictions.
