Delegation of Authority With Respect to Concluding Amendments to the July 12, 1999, Agreement Concerning Trade in Certain Steel Products From the Russian Federation
This memorandum delegates presidential authority to the Secretary of Commerce to negotiate and conclude amendments to a 1999 steel trade agreement with Russia, following consultations with the U.S. Trade Representative and other agencies. The Secretary may act without further presidential approval, and may redelegate this authority to the Assistant Secretary for Import Administration.
Delegation of Authority To Conclude an Agreement With the Russian Federation Concerning the Importation of Certain Steel Products
President Clinton delegated authority to the Secretary of Commerce to negotiate and conclude an agreement with Russia restricting imports of certain steel products, citing the 1990 U.S.-Russia Trade Relations Agreement and Title IV of the Trade Act of 1974. The Assistant Secretary for Import Administration may exercise this authority as directed by the Secretary.
