Implementing Government Reform

This memorandum establishes Chief Operating Officers in federal agencies, creates the President's Management Council to coordinate government reform, and revokes a 1993 Clinton administration management reform memorandum. It directs agencies to implement citizen-centered, results-oriented, market-based management reforms.
