It elevates the White House Chief Strategist to regular attendance at NSC/PC meetings, merges NSC and HSC staff under a single Executive Office of the President structure, and replaces the Obama-era Presidential Policy Directives and Presidential Study Directives system with National Security Presidential Memoranda.
