Integrity and Efficiency in Federal Programs
This executive order establishes the President's Council on Integrity and Efficiency as an interagency committee to coordinate government-wide efforts against fraud, waste, and abuse in federal programs. It also creates a Coordinating Conference to extend these efforts to additional agencies with audit and investigative resources, while revoking the previous EO 12301 from 1981.
President's Intelligence Oversight Board
This executive order establishes the President's Intelligence Oversight Board (PIOB), a three-member body within the White House Office tasked with monitoring the legality of U.S. intelligence activities. The Board reports directly to the President on potential violations of law, forwards concerns to the Attorney General, reviews agency guidelines and inspector general procedures, and investigates matters as needed. Members are unpaid outside citizens appointed by the President, with full-time staff and security clearance requirements.
