Trails for America in the 21st Century
This executive order directs federal agencies to protect, connect, promote, and assist trails throughout the United States in cooperation with tribes, states, local governments, and citizen groups. It formally recognizes the Federal Interagency Council on Trails and mandates coordination on mapping, volunteer programs, National Trails Day participation, and development of an operating handbook for trail administrators.
Boundary Enlargement of the Craters of the Moon National Monument
President Clinton enlarged the Craters of the Moon National Monument by approximately 661,287 acres to protect the complete Great Rift volcanic zone and associated lava features. The proclamation withdraws federal lands from development, restricts off-road vehicle use, assigns management responsibilities between the National Park Service and Bureau of Land Management, and requires preparation of a transportation plan and cooperative management agreement.
Establishment of the Grand Canyon-Parashant National Monument
President Clinton established the Grand Canyon-Parashant National Monument, reserving approximately 1,014,000 acres of federal land in Arizona under the Antiquities Act to protect scientific, historic, and biological resources. The proclamation bans off-road motorized and mechanized vehicle use, withdraws lands from mining and mineral leasing, and assigns cooperative management to the Bureau of Land Management and National Park Service.
