Establishment of the Governors Island National Monument

President Clinton used the Antiquities Act to designate approximately 20 acres on Governors Island as a national monument, protecting historic forts Castle William and Fort Jay. The proclamation withdraws the federal lands from disposition and directs the National Park Service to prepare a management plan within 3 years.
