Near term (90d)

Long term

Risks & tensions

  • Retroactive effective dates (February 8, 2009 and October 3, 2009) for technical corrections may create compliance complexity for entries already processed
  • Sugar tariff-rate quotas are politically sensitive in U.S. trade policy; limited scope to Costa Rica may still draw agricultural sector attention
  • Supersession clause in paragraph (7) is broad but standard for trade proclamations
