To Modify Duty-Free Treatment Under the Generalized System of Preferences, and for Other Purposes

This proclamation modifies U.S. tariff preferences under the Generalized System of Preferences (GSP) by adding new eligible articles for least-developed countries, terminating duty-free treatment for certain countries that exceeded competitive need limits, revoking long-standing waivers, redesignating some countries, terminating GSP beneficiary status for Gibraltar and Turks and Caicos Islands effective January 1, 2014, designating Senegal as a least-developed beneficiary developing country, updating the HTS to reflect East Timor's name change to Timor-Leste, and making technical corrections to implement information technology product tariff commitments.
